HSM Back to Life · Five-County Regional Network

Six permanent access points. One road back.

HSM Back to Life is being developed as one coordinated regional system serving Aiken, Allendale, Barnwell, Orangeburg and Bamberg counties. The plan combines strong local front doors with shared residential, logistics, workforce, family and stabilization infrastructure so people can receive help close to home without duplicating the most expensive facilities in every county.

Service First

Aiken interim operations activate the mission while permanent development moves forward.

The temporary Aiken headquarters/operations location is an activation step, not a seventh permanent campus. It supports administration, intake, case management, partner meetings, secure records, mobile outreach and startup logistics while the permanent Aiken Regional Headquarters is developed.

Approved Regional Structure

The permanent six-site network

This page follows the current HSM Back to Life facility model reflected in the September regional planning materials: Aiken as the operating engine; Allendale and Orangeburg as full county campuses; Barnwell and Bamberg as visible county hubs; and one shared Bamberg–Barnwell residential/logistics campus.

Systemwide Campus Standard

Every site must operate like part of one serious regional organization.

One household pathway

Intake, stabilization, learning, workforce, financial repair, housing readiness, placement and 30/60/90-day follow-through stay connected through one accountable case process.

Professional access & security

Welcoming public access is separated from secure staff parking, fleet, records, loading and rear service traffic. Permanent campuses use gated perimeters and controlled staff/service entry.

Family life & dignity

Residential campuses include self-contained apartments, accessible units, family recreation, reading/study, game space, playgrounds and community programming instead of institutional living.

Training in real operations

Market, kitchen/cafeteria, logistics, maintenance, fleet, office support and community operations become supervised learning and workforce opportunities.

Wellness + chapel

Campus planning preserves whole-person wellness access and voluntary chapel/pastoral care while licensed clinical services remain with qualified providers or partners.

Measured stewardship

Site growth, fleet, capital, staffing and partnerships are phased. Candidate property information is never presented as ownership before control and due diligence are complete.

Development Sequence

Service begins before every building is finished.

1

Activate

Interim Aiken operations, mobile outreach, online/staff intake, partnerships, data and accountability.

2

Secure

Due diligence, land/building control, surveys, zoning, environmental, utilities, financing and professional design.

3

Build

Aiken headquarters, county hubs, full campuses, shared regional housing/logistics, security and fleet infrastructure.

4

Prove

Open the network in disciplined phases, measure outcomes, reconcile operations, build reserves and expand only from evidence.

Build the road back

Partner with a plan built to serve now and grow responsibly.

Government, foundations, banks, employers, healthcare, schools, churches, nonprofits, donors and volunteers can help activate services, secure facilities, equip campuses, place mobile units, sponsor housing and strengthen the regional pathway.
